<p style="text-align: justify;"><span lang="ES-TRAD" style="font-size: 11.0pt; font-family: Arial;">En casi todos los puertos deportivos se encuentran embarcaciones en situación de abandono. Esta circunstancia, además del perjuicio que causa para las arcas de los puertos deportivos, presenta otros efectos negativos sobre la imagen del puerto y por analogía sobre la imagen de la náutica de recreo. Igualmente debe de tenerse en cuenta el impacto ambiental negativo de los barcos en situación de abandono. </span></p>
<p style="text-align: justify;"><span lang="ES-TRAD" style="font-size: 11.0pt; font-family: Arial;">Si además de todo lo anterior tenemos en cuenta que estas embarcaciones están ocupando un espacio muy preciado en los puertos y que perfectamente podrían emplearse por usuarios que utilicen los barcos, nos encontramos con una situación que merma la capacidad de crecimiento y competitividad de la náutica de recreo, que debe de ser resuelta en beneficio de los usuarios y profesionales del sector.</span></p>
<p style="text-align: justify;"><i style="mso-bidi-font-style: normal;"></i><span lang="ES-TRAD" style="font-size: 11.0pt; font-family: Arial;">Para abordar el problema debe de tenerse en cuenta como mínimo lo siguiente:</span></p>
<p style="text-align: justify;"><span lang="ES-TRAD" style="font-size: 11.0pt; font-family: Arial;">1.- El tratamiento de los residuos y los procedimientos de desguace de embarcaciones</span></p>
<p style="text-align: justify;"><span lang="ES-TRAD" style="font-size: 11.0pt; font-family: Arial;">2.- La regulación de los procedimientos por los cuales se puede desguazar o movilizar una embarcación cuyo propietario se encuentra en paradero desconocido.</span></p>
<p style="text-align: justify;"><span lang="ES-TRAD" style="font-size: 11.0pt; font-family: Arial;">Con relación al tratamiento de los residuos el problema fundamental se encuentra en el tratamiento del poliéster reforzado con fibra de vidrio que forma parte de las embarcaciones, ya que por su naturaleza y características físico-químicas no existen tratamientos rentables para su reciclaje y reutilización. Se conocen experiencias de aprovechamiento de estos residuos una vez triturados y convertidos en fino polvo, bien sea como aglomerante de carreteras, como combustible alternativo en hornos para la fabricación de cemento o como aditivo en la fabricación de vidrio celular. </span></p>
<p style="text-align: justify;"><span lang="ES-TRAD" style="font-size: 11.0pt; font-family: Arial;">También con relación a los residuos, cualquier procedimiento de desguace de embarcaciones debe tener en cuenta la gestión de los residuos peligrosos, como los aceites usados, filtros, baterías, restos de combustibles, envases contaminados con sustancias peligrosas y otros que requieren un tratamiento especial debido a su peligrosidad para el medio ambiente.</span></p>
<p style="text-align: justify;"><span lang="ES-TRAD" style="font-size: 11.0pt; font-family: Arial;">Los procedimientos de desguace deben de garantizar el menor impacto ambiental posible tanto del transporte como del consumo de energía, generación de ruidos, emisiones y partículas, así como la logística del transporte de las embarcaciones hasta el centro de tratamiento.</span></p>
<p style="text-align: justify;"><span lang="ES-TRAD" style="font-size: 11.0pt; font-family: Arial;">Desde el punto de vista de la regulación y capacidad del puerto para movilizar embarcaciones cuyo propietario no se encuentra y ha abandonado el barco, la náutica de recreo puede inspirarse en la experiencia y regulación de los vehículos abandonados en la vía pública o en talleres.</span></p>
<p style="text-align: justify;"><span lang="ES-TRAD" style="font-size: 11.0pt; font-family: Arial;">Esta materia debe formar parte de la agenda de trabajo para buscar una adecuada regulación por parte de las autoridades marítimas europeas y de sus estados miembros.</span></p>

<p>Almost all marinas are home to boats that have been abandoned. This situation, beyond the detrimental financial consequences for the marina, creates a negative image that carries over to the marine recreational sector as a whole. Equally, if not more important is the damaging environmental impact incurred by these vessels.How to tackle the problem&#8230;</p>
<p>If in addition to the above, we consider that these boats are taking up precious space in marinas that could be used by people who really need a berth; we find a situation that reduces the capacity for sector growth and competition, an issue that must be resolved for the benefit of users and marina operators.To begin to tackling this problem, we should start by considering the following:</p>
<p>1-    The treatment of waste materials and procedures for scrapping boats.</p>
<p>2-    Procedure regulation for enabling scrapping or immobilisation of a vessel where the owner is untraceable.</p>
<p>The fundamental problem for the treatment of waste is how to dispose of polyester-reinforced fibreglass used in the boats, because its nature and physiochemical characteristics limit profitable options for recycling and reuse. Some examples have employed crushing and pulverising the fibre glass to recycle it as a component for road-making material, as an alternative fuel in kilns to produce cement or as an additive in the manufacture of cellular glass.</p>
<p>All waste issues involve a consideration of the hazardous elements comprised therein; in this case oil, filters, batteries, fuel residues, recipients contaminated with hazardous products and other substances, all requiring special treatment due to their danger to the environment.</p>
<p>Scrapping procedures then have to be able to guarantee minimal environmental impact, covering energy use, noise pollution and waste generated by the destruction systems, even transport logistics of vessels to the recycling centre.</p>
<p>From the point of view of setting up systems to enable a marina to immobilise vessels where the owner has abandoned the boat and cannot be reached, the marine sector could start by drawing on the experience and regulation of abandoned vehicles on public roads and in garages.</p>
<p>European maritime authorities and member states should begin to address this issue and try to establish some adequate regulations.</p>

<p>Holders of 4 Gold Anchors, the conveniently-located Town Quay Marinas has become the latest addition to the 7-country-strong TransEurope Marinas network.</p>
<p>Town Quay Marina is one of the four marinas owned and operated by Associated British Ports. The facility is based on the eastern shores of Southampton Water, providing another handy destination within this cluster.</p>
<p>Town Quay Assistant, Brian Akerman commented on why they had chosen to join TransEurope Marinas:</p>
<p>&#8220;After doing some research we admired the friendly family spirit of the group and knew that joining would add value to our berth holders experience and encourage them to visit other like minded marinas&#8221;.</p>
<p>Visiting the marina on behalf of TransEurope Marinas, neighbours Richard Burlingham from Universal Marina and Russell Bowman from Beaulieu were impressed with the marinas, commenting that the staff were knowledgeable and helpful and that importantly, they were well prepared for visitors &#8220;with 24 hour staffing, good facilities and close proximity to shops and restaurants.&#8221;</p>

<p>Marine Institute Research Fellow Dr. Richard Kirby is enlisting sailors to take part in a global mission to gather data on the amount of Phytoplankton in the world’s oceans. At the start of the marine food chain, information is need on changes affecting phytoplankton to help assess the effects of rising sea temperatures on the ocean&#8217;s biology.</p>
<p>His team of marine experts has created a free smart phone app which provides clear and easy instructions on how to put together and use a “secchi disk”: the tool required to measure plankton.</p>

<p>As Dr. Kirby explained in an article reported by <a href="http://www.bbc.co.uk/news/education-21547272">BBC News</a>: “This app enables seafarers around the world to take part in a science project and if we can just get a small percentage of the global population of sailors involved, we can generate a database that will help us understand how life in the oceans is changing. It would help us learn much more about these important organisms at a crucial time when their habitat is altering due to climate change.”</p>

<p>The Secchi Disk can be plastic, metal or wood but have a standard 30cm diameter and be painted matt white. This is then attached to a 50m tape measure or line marked in 20cm intervals and weighted using any ~200g weight.</p>

<p>Following the simple steps, the disk is lowered into the water and the depth recorded at the point when it disappears from sight. The system’s design employs a significant advantage for cruising sailors whereby data can then either be uploaded directly or stored until a signal is available at a later date.</p>
<p>As Dr. Kirby explained, the success of the project depends entirely upon awareness among seafarers and so asks marinas to display the poster where more sailors can see it and help by taking part.
